OH1XYZ were to send "599 OH" ?

If this were to happen, OH1XYZ would be in violation of FCC rules,

While I agree that OH1XYZ shouldn't send 599 OH, FCC rules DO NOT apply to stations outside the US.

Just like US laws mean nothing outside the US. Of course our forward looking government seems to think they should, but that's another story :)
