I have seen a few complaints here lately about stations
not in US/CA and the certification process.  I do not
understand the problem.  The LOTW site clearly states
that you need to send a COPY of your license and a
COPY of a government issued ID.  I can't see what is
so difficult about this and frankly, I don't see why
this is secure, but there it is.  It is now easy for
contest stations to "qsl" without breaking the bank
and the recipient of your qsl pays a fee to use the
qsl to ARRL.  The feel seems eminently reasonable
compared to the many wasted dollars trying to get
stations to qsl.
