Just my 2 cents....
The original question with this as the topic was answered quickly and long
ago. If you are now going to talk about what the ARRL rules are -OR-
especially if you are now going to shift to ARRL-specific criteria for DXCC,
then PLEASE change the SUBJECT title.
Those who are not necessarily "experts" at contesting or whose native
language is not English (American?) are just going to get confused when
trying to follow "the thread" by subject title.
