I got a little careless with the cut-and-paste for the WAE RTTY rules in the
5 November issue of the Contester's Rate Sheet
(http://www.arrl.org/contests/rate-sheet/)
The correct rule is that everybody can work everybody for QSO and multiplier
credit. The restriction is on QTC - you may not exchange QTC within your
own country.
Sorry about the confusion. For penalty, I will work the first half-hour of
the contest in reverse shift :-)
