Following this analogy further, these new cleared out "lanes" of spectrum would 
be for multi-ops only?  And, the authorities would closely monitor who goes in 
and out of these lanes, to assure that only multi-ops use them.

P.S.  Even with the HOV variance, I think the traffic analogy is a good one.  
Regarding emergency traffic - what contester would deliberately not give 
clearance to an actual emergency?  That said, I do not equate a net that exists 
"in case there is an emergency" to qualify for special treatment under any 
circumstances - aside from that rare occurance when an emergency actually is 
happening.
