I too wonder about the purpose of the 15 minute rule,
and am quite sure it discourages use of 160, 10 and
even 15 in this contest.
We put up a 160m antenna this year and foolishly went
onto that band after hearing several strong signals. A
few minutes later all of them were in the log and we
had an eternity of thumb twiddling (well actually
about 10 minutes of unanswered CQs). The silly thing
was that 160 conditions were actually quite reasonable
but nobody was active because nobody was active....
