| Eric,
    Being one myself, I suggest the license manuals from the league, and
some elmering.  The technician book was relatively simple and explained
things very well.  I have yet to try Ward Silver's book, but I have used
other license manuals and the ARRL does it best.  I passed technician at 11
(that was three years ago when the test was only $6!), so a 16 year-old
should have no trouble.  Good luck!
