Sooo, if you were outside of territorial waters of your country (W) but 
anchored in XE, that would be OK?
Sooo, if you are 11.5 miles on the sea, that would be /BM - just boat mobile, 
counting for nothing?

Try this:
Bring at least one point per QSO for own country in CQ WW!! Zero pints is one 
outdated, obsolete, do nothing rule. (WPX did, and things only got better.)
