K1TTT's WintelnetX software does what you're looking for.

It works pretty effectively.

Subject: [CQ-Contest] DX Cluster help

Was looking for some way to setup a system so as to port the internet DX
Cluster spots over to my local RF packet system? I spend most of my time out
in my car and operate whenever possible from the car.

Any advice/help would be great!

And no there isn't a RF based dxcluster within range of my area without the
use of a 100+ watt packet station. We used to have a digi/node to
Pittsburgh,PA but it long since disappeared with the advent of the internet.
