 This issue cannot be discussed to a solution... 
I will make the comment that to DQ a log because it LOOKS like he used 
assistance needs to be carefully considered... 
Let me set the stage here:
I don't win contests.. I don't have the stamina or the drive to do so... And, 
basically I don't care...
I enter contests for the fun of working DX, for the fun of outfoxing the 
pile-up for a Q, to test my latest antenna, to avoid shoveling the drive   - 
all sorts of good reasons...  
I also don't have the internet in my shack (or home), no packet DX running in 
the background, etc., etc.  I am truly unassisted - and clueless, but that's a 
different issue... And I usually run low power as a test for my latest and  
greatest <until the next one> antenna, even though I have amps...

Now, I like to maximize my Countries to Q's ratio during a contest - 1:1 is the 
ideal ratio ... In a recent contest I worked 66 countries on 140 Q's on 80 
meters...  I tune a lot with one radio in each ear - told you I was mentally 
handicapped -   I listen between the louder stations, the flagship CQ machines, 
and the howling pileups, for that water weak DX call...  I'm alert for the five 
second tuner-upper, the station that sends a few dits just to see if everything 
is working, etc...  In the left ear I tune slowly... In the right ear I tune 
fast... I cover the band back and forth both rapidly and thoroughly at the same 
time.. 
As a result I find uniques (lots of em), and I find stations just firing up, 
and I may get them within a minute or two of their setting up shop (I'm always 
impressed at how fast the pack descends after they work a station that spots 
them)... If you look at my log, you might believe that I am using the spotting 
networks to 'point and click' these guys  -  but I'm not, how could that be any 
fun?...

So, the issue of who is bending the rules needs to be thought through carefully 
so you don't label someone like me who operates differently from the pack as a 
cheater...
