        Perhaps it shows the importance of LoTW compared to those other  
programs. It may be of utmost importance to you or me, but the ARS  
world is a big place, with lots of different people with different  
priorities. And there are plenty of good hams who could care less  
about LoTW

        No argument there. But they or any of the rest of us are not  
required to use it.

        Joe, I think you are looking at this situation way too narrowly. The  
ARRL sponsors and promotes many many things. Are all the officials  
required to participate in all their programs? To expect that all  
their officials take part in LoTW is not realistic.
