Hello,

a small idea about the "national competition" in IARU-contest with its 
intention to stimulate as much activity as possible which means at least 
medium-guns, too: Why not building the "national result" through the 
addition of the best 30 ( or 50 or ???)  Single-Op-Allband-Scores of 
that country. All may operate "assisted" so that the antenna- and 
networking-hardware of the existing HQ-stations can still be used. But 
it would be an incentive for a bigger number of contesters to make as 
many contacts as possible - in the classic sense of contesting. It would 
reduce the need for "marketing" or "flag waving" for the one national 
HQ-Call - with the problem, that this marketing is only then really 
successful when the mass of hams make more (not to mention exclusively) 
contacts with "their" HQ-station than with others. The amassing of 
"small-guns-QSOs" will be divided through many stations - not all 
known as long as the event is still running. The motivation for 
medium-guns to qualify for the bold print in the results should be big 
-  achieving to be one of the 50 constituting the "national result" - 
and perhaps getting an invitation for a better station next year.

It may be worth some discussion to find the optimal number - big enough 
to have a broad effect and small enough to not exclude medium size-ham 
populations. But the overall size and contesting activity still should 
be reflected as it is in i.e. football, too: Brazil, England, Germany or 
Italy have an advantage simply by the numer of active players and by the 
resulting level of their national leagues (o.k. I delete the german 
league :-( )
