If someone logs me -- or someone else -- as W3PA then I should be able to
convince a QSL manager to send me a card because I "really did" make the
contact?  I'm sure I can look through on-line logs for W4PM, N4PA, W2PA or any
other call similar to mine and talk them into sending me a card for "my"
contact.  No wonder the integrity of the DXCC program is at stake here. 

I really have no strong opinion on this because I gave up serious DXing a long
time ago, but I certainly can see the point the ARRL is trying to make.
