Tell him to check the IMM (International Mail Manual).
Late-breaking news will appear in editions of the Postal Bulletin.

  Here's some info:

Subject: [CQ-Contest] MRCs?

Stopped by the post office and one of the clerks asked about MRCs. He's
wanted to know the best way for someone in the states to send postage to
someone outside the country. I told him to use a MRC but the clerk is under
the impression that they're not available and seems unsure how to obtain
them. Can someone offer a suggestion to what postal bulletin for the local
post office to look at?
Thanks,
Kyle
