[CQ-Contest] Vietnam/3W

Hello everybody - 

I will have to be in Hanoi on March 19 - 20 for business reasons. This is the 
week following the Russian DX contest week-end. 
I would really like to operate the contest from Vietnam if at all possible.

Anyone has any information as to the licensing requirements? The usual sources 
(dxholiday.com, arrl) are vague.

Anyone with first hand experience in the group? Any hints appreciated.
