ARRL has done it in SS. Does that mean that I was in favor of such a move?
Just because X entity adds the mult does not make incumbent upon every other
organization to do so.

Maybe DC shouldn't count for the state of Maryland because it is not in the
state of Maryland.
Now here is another interesting question, for NAQP and such, would someone
on Kure Island count for Hawaii?
