ARRL has them back to approx 1916, and they can be viewed in Newington.  I
have never found a full set online anywhere.  It was not always the
'callbook.'  Prior to the callbook were the blue books, and there were books
put together by individuals before the blue books. If I'm not mistaken,
licensing started in 1913, but before that folks made up their own callsigns
and there was an attempt here and there by individuals to document what was
on the air.
