Also, such determinations of disqualification are to be made by the ARRL 
Awards committee, not by anyone involved in log checking or whoever is 
directly responsible for the contest.

So it appears there are two possibilities:

The wrong word was used to describe these entries: "disallowed", "not 
accepted", or similar language which does not make use of the more serious, 
and possibly stigmatized word "disqualified".

The other possibility was that these individuals were actually disqualified 
without the direct interaction of the ARRL Awards Committe. For if they 
were, they would have received a registered letter directly from ARRL HQ 
attesting to this fact.

The word "Disqualification" should be reserved for the purposes which it was 
intended: for those who cheat, and those who apparently are so grossly 
incompetent in their operating ability that they need to start over and try 
again.
