Having all the cross-checked 'clean' logs with UBN's removed 
sent to LoTW post contest for LoTW member's award credit 
is a good idea. It would boost the awards program a lot and 
may even get more hams to jump into contests if they knew all
their contacts could be verified and count for awards. Any or
all problems can be fixed by software or policy change. 

The state/country information is embedded in the LoTW 
signing certificate and for a generic contest log the LoTW 
program would have to get it from the header which would 
require some code to be written probably by both the log 
checkers and LoTW. Maybe a lot of code?

I assume the log checkers wait for all the logs and then work 
on them as time permits. If they are the ones that pass the 
logs on to LoTW there would be some months of delay. If 
you uploaded a signed log after the contest then you would 
dupe these Q's. LoTW mentions their data base does have 
a lot of dupes and they would like that practice to stop. It 
would only be a policy change to write software to delete 
dupes from the log archive, if necessary.

Not sure when the ARRL log checkers release the logs to be
deleted. I guess CQ posts them now. Seems a waste to delete
these clean logs when they could be used for awards. Like the
old paper log days!! But I look for any idea that may slow down
bureau cards.
