Here are the release notes:

2 June 2008 (CTY-1805)

    *IMPORTANT:* This release represents a change in the file format.
    Starting with this release, a '=' character will prefix full
    callsigns in CTY.DAT, CTY_WT.DAT, CTY_WT_MOD.DAT and WL_CTY.DAT.
    This is necessary to differentiate a full callsign like K7A in
    Alaska from the prefix K7A (i.e. K7ABC should still be United
    States, not Alaska).

    This change has been tested with CT (both 9.92 and 10.03) DX Spider
    (V1.55, build 0.12), CC Cluster (Version 1.146) and Writelog. N1MM
    (V8.0.0) treats the calls the same as prefixes (i.e. as if the '='
    was not used). If you are using software that does NOT support this
    convention, exception callsigns will most likely be ignored for
    country determination purposes (please ask your software developer
    to support it). COUNTRY.DAT (NA), ARRL.CTY, CQWW.CTY and IARU.CTY
    (CT 8 and earlier) will NOT change.

    *Other changes:*

    * 9M1CSQ and 9M1CSS are both East Malaysia, 9M6
    * GB2GEO is Scotland, GM
    * R150C is Asiatic Russia, UA9
    * YU8/LZ1BJ is Kosova, YU8
