US/VE stations send RST, Zone and QTH.  All others send RST and Zone.  For
example:

K7QQ: WW DE K7QQ K7QQ CQ
P49X: DE P49X
K7QQ: P49X 599 03 WA
P49X: K7QQ 599 09
K7QQ: TU DE K7QQ CQ
