Zoneprop uses the SSN retrieved from
http://www.swpc.noaa.gov/ftpdir/weekly/Predict_high.txt

As you will note the value of SSN for Oct 2008 is given as predicted SSN = 
10.8  and high SSN = 20.8.

The actual value of SSN used is determined by the current K index. The 
current K index is retrieved once an hour and then the matrix is updated 
using the K index and the SSN. An SSN  value of 20.8  is used when the K 
index is <= 2 and when the K index is > 2 the SSN value that is used is 
10.8.
