Siggi,
The rope inside the antenna elements was used to dampen the vibration /
oscillation of the individual element. If left unchecked, the aluminum would
"work harden" from the constant flexing and eventually break. I don't know
if this is the howling you are hearing, but you could try this trick to see
if it helps your situation.

Maybe the old HyGain trick of putting rope inside the elements ?
And yes, the ends of the elements and boom are plugged.
