Going back in history --

The objective of Field Day has been declared to be to promote self training
by licensed amateur radio operators. The training is to cover things
associated with selecting and setting up a site, including antennas, that
could successfully be used for communications; finding, installing and using
emergency power for communications; setting up equipment for operating in a
different location and finding operators and coaching them in the successful
use of unfamiliar equipment.

Every Field Day has these elements -- at least for some of the entrants.
Over time it was recognized that in emergencies operating from an existing
station that was capable of running on emergency power would be a beneficial
addition to the skill set and preparedness of amateurs. The passing of
formal messages was at one time emphasized more than today.

There have been other small changes in the 'details. I hesitate to use the
word "rules" since Field Day has been declared to be an "Operating Event",
not a contest, by the ARRL Board. However, adding significance to the
sections contacted is unlikely to compromise the objective nor any of the
training elements and may enhance the attractiveness of amateur radio to
GOTA operators and others.

As the saying goes, "Can't hurt, might help".

I know that more than one ARRL Director and ARRL Officer reads this
reflector but not all do. The suggestion that one send an email to their
ARRL Director suggesting that working more sections in Field Day be made to
have more significance would alert all the Directors to the concept.

The next ARRL Board meeting is in July. The agenda is being prepared this
week and next. If you want to get such a discussion on the next ARRL Board
meeting agenda this is the time to take action.
