[CQ-Contest] The 10 minute rule and history

I'm trying to remember the year, but it escapes me--

If I recall correctly, the 10-minute rule came about, at least in part, due
to the famed "octopus" that the CT DXA came up with, a long time ago.

Does anyone still remember the details of that? It might be helpful to this
discussion to remember how and why it got started.
