In the 3830 reports for 31st January, there is a report
from a US contester, who operated, by internet remote control,
in the REF and CQ160 contests.

It appears that both these operations were illegal, in that
they were in breach of the terms of CEPT.

CEPT operating privileges are granted only to visitors to
the countries concerned.  In particular, CEPT licences are
valid "for non-residents only, for the duration of their
temporary stays in countries having adopted the (CEPT)
Recommendation."

Regardless of specific rules for remote control operation in
individual contests, it seems unlikely that contest organisers
will start to accept entries from unlicensed operations.

This highlights the potential for abuse arising from the
non-regulated operation of remote-controlled stations across
national boundaries.
