[CQ-Contest] Cabrillo file-head standard?

Are there a standard for the head part of a Cabrillo file?

It seems different loggers produce diffrent head forms and the so called 
evaluating robot often wants a different head part part witd different words 
and syntactics/semantics. (Space, comma, etc)
