I use NG3K's list, http://www.his.com/~wfeidt/Dxcc/dxcc.html

There is also a list of deleted entities there, and I usually start by
checking against that.

You can also use AC6V's prefix page, http://www.ac6v.com/oldprefix.htm

That page shows old prefixes, deleted prefixes, and even changed prefixes.
