This is a product of the cluster/skimmer technology and it's really annoying
for those of us who don't use the cluster. Being made to wait several
minutes to hear the call of a station is not good radio etiquette. These
stations are relying on the spots to identify them so one could argue that,
as well as those receiving spots to search out contacts are being "assisted"
in a contest, those who are themselves spotted are being "assisted" in
making contacts by the virtue of the advertisment of the spot. It is passive
assistance given that it is not initiated by the spotted station but no less
than someone overhearing a conversation where a station's operating
frequency is revealed in a conversation on the air and acting upon it.

(sometimes more!) getting extremely frustrating?

An unscrupulous person (not me!) might discourage this by
intentionally spotting non-IDer's calls incorrectly by a dit or
two. Such as BY5A instead of 6Y5A, or ER8A instead of EF8A, etc. :-)

         Let the non-IDers beware!
