[CQ-Contest] Country File errata from CQWW 2011 CW

I did not notice any country file issues during CQWW 2011 CW.  I think
T2V (Tuvalu) was sending CQ Zone 32, when they are really in CQ Zone
31 according to CQ:

Log what's sent, or log what's correct (think of UA9S/W)?  I guess
scoring of this one will be something for the committee to decide.
