Not everybody sees radiocontesting as Radio"sport". Most of them see it 
as just some fun on a weekend and they dont care about rules.
They sent in the log as non-assisted low-power because their program 
defaults to that, even if they run 5kW and full cluster.

It is better to educate them (like Tree suggest), see what the reaction 
is and if they insist in the practice report them to the contest organizer.
