I was thinking of the USA side of the buro,  actually it can also work 
anywhere is to instead of an envelope, to use the flat rate postal 
stuff.  the packaging is free, all they need to do is pay the postage, 
and it does not matter how many cards are in it either. It could be a 
box that weighs ten pounds even.

I remember a buddy of mine that was a BIG DXer, he did not have an 
envelope at the buro he had shoe boxes.
