That is the real and true moral point from article. But It's up to the
committee to take actions.

A team operated with over 2kW during CQWW SSB Contest (there is an email
from one of operators saying that) as result CQWW CC granted a great Trophy as
punishment.

I dont know whatever is needed to DQ a cheater.
