Sure, if CQ Magazine doesn't have to pay to print and mail certificates,
they can offer cash prizes to the winners. Nope, that might give some an
incentive to cheat:) 

How about using the savings to pay the little pistols who actually work the
contest, or the volunteers who do the log checking or provide the
results/write-up/online databases.
