If you follow the link to the Federal Register you will find that it is
currently a proposed rule to discontinue sale of IRC. The is before the
Postal Regulatory Commission. There is a comment period ending Nov 23,
2012.
Suppose we can start a big campaign to convince the PRC not to accept
this rule change.
