Not sure how you would conclude that, but the idea is to take it only one
time.
The first page of the survey says:
The CQ WW DX Contest Committee invites you to take a short survey about the
contest. Your answers will help us improve the contest and make important
decisions about the rules. It should take less than 5 minutes to complete
the questions.
Please take the survey only one time.
