I have already suggested this approach here few days ago. There were no
comments,
Ural contest group has been organizing such competition for the last 12 years
for local hams here in Ua9 But we also had participants from all over Russia
and some west Europeans.
IMHO that is the only way to do fair selection for WRTC.
