Interesting if true...

This means in that case that organisers have given up even beforehand
any ambitions to level playing field. They subsequently admit that some
positions are better than others.

But what does World Ranking have to do with rights to pick the "best" site
first?

World rank #1 located in EA8 or Carribean is not automatically a better
contester than World Rank #100 that still is a winner in his challenging
location (Australia or South America).

Such approach only favours those who are lucky enough to work from a
favorable qualifying area....

Why even question the lottery principal? It worked perfectly well in Russia
and I see no reason why Germans would fail to create equal sites.
