Actually, that makes perfect sense.  Why do they have to spend a million
bux?
I guess it's the 1% who are the privileged?  The anointed.  Licensing?  I
know
many stories of expeditions past where you bought the licensing authority
out to
a fancy dinner... and the next day a license was issued, no questions
asked.
Double-standard, no?

What's wrong with sharing the RARE?

Anyway, let's stay on topic -- this a contesting reflector.
