[CQ-Contest] CQWW scoring proposals

Once again, we see calls for changing the scoring mechanism in the
(apparently broken) CQWW Contest.  Yet, we see no numbers to back up the
proposals.  There are 11 years of CQWW public logs available - a whole solar
cycle worth of logs!  Run the data.  Show us.
