This could have serious negative impact on our CW bands if the new Rules are 
not carefully written. Imagine CW bands filled with 2.8 kHz data signals, 
potentially with immunity to QRM from CW signals and not even knowing CW 
signals are there.

I suggest that members of US clubs who have both technical competence and 
familiarity with FCC Rules and processes carefully study this matter and 
prepare thoughtful responses.
