[CQ-Contest] SA Sprint Results, Certificates, New rules for next edition (October 22nd, 2016)

IMPORTANT: For next edition a few changes to the rules have been introduced:

1) We added High Power categories.

2) Mults are now SA Prefixes AND DXCC countries worked.

3) Contest period is now from 20 to 24Z.
