As a young ham in PY land, QSL cards use to move around the country in the internal mail system of a government owned savings & loans bank.

It was either totally free, or a symbolic fee was charged to the bureau by the bank. I understand that's no more, since about 2011.

I don't know how it's done today, but doubt it it's as affordable as it once was.

But letting the government in the 'business' is tantamount to socialism, I guess, something inherently bad by western standards. :^)
