Hi Mike,

My buro return was around 5% last time I checked. At that time, my LOTW return was around 25%, and eQSL around 50%.

Today, LOTW is around 55%, and eQSL dropped to around 45%.

I completely missed the meaning of you original question: "Why would anyone return unwanted cards?"

I read it: Why would they (buros) return cards.

If I need a card, the buro was never the answer. If they are for band fills, 
etc sure and I just hope to get something back. I bet my buro return rate is 
less than 10 percent.

Just a guess...to let the sending bureau and/or ham know that they tried,
but were unable to deliver the cards, and make 'adjustments'. Something
like the post office returning undelivered mail, instead of round filling
them. I would not want QSL cards to be treated as 'junk mail'.

Why would anyone return unwanted cards?  It sure would have helped the
environmental impact by putting them in the recycling bin........Right?
