Not being an insider, I don't have first hand knowledge. I assume the
decision was made by the contest management because of requests by hams who
live there (not in Maryland).
We all will benefit somewhat (an additional mult), and hams in DC will
benefit by being more sought as a mult. Even MD hams will benefit because
they will slightly more rare, AND a new "easy" mult next door.
