That is wrong and they need to be reclassified and or DQed. I hope you
informed the NAQP of this.

I imagine he didn't know this was a no-no, but that's a pretty brazen way to
request assistance on RTTY - you have to know that you're going to be caught
be hundreds or thousands of people.
