My understanding for a good many years now is that:
(1) whatever precedence you start using in Sweepstakes in a given year/mode,
you should continue to use throughout the remainder of your operating time to
be consistent,
and
(2) you submit your entry based on the proper category, even if (due to
circumstances) it doesn't exactly match the precedence.
For example: The one year I had a "sweep" I started off as an "A" station,
casually operating. When I realized I had an actual shot at a Sweep (as I had
worked most or all of the "difficult" sections), I started using the cluster to
look for sections -- making me a "U" station.
I didn't change what I sent, but I did submit the log as Unlimited/Low Power,
with an explanation as to what happened and why in the comments. There was no
attempt to be deceptive, but I did change my "status" part-way through, so the
log submission had reflect that.

I would argue (I am arguing) that you could switch your precedence as often
as you want in SS. Run QRP "Q" on even hours and low power "A" on odd hours,
or whatever you want. The key is to log exactly what you sent. When it comes
to your log submission, you must enter your log in the highest power
category you used. "Q" is 5 watts OR LESS. "A" is 150 watts OR LESS
(including QRP).
It would be unfair of you, and considered cheating if you ran 100 watts at
any point in the contest but submitted your log in the QRP category. On the
other hand, you can submit your log in the low power category (A) and run 1
watt the entire time, if you so choose.
The key is to not penalize others during log checking. If you sent Q, others
will log their Q's with you as Q. Logs are compared against others one QSO
at a time. They don't look at your submission category when comparing logs.
Now, is it normal practice to change your precedence during a contest? No!
However, I don't see why you couldn't submit a log in the proper category
that contains Q's with multiple precedence.
You will have to submit your log via the ARRL SS email address (CW or
Phone), because the web-based log submission robot will review your log upon
submission and reject it if the precedence doesn't match the submitted
category.

In a recent November SS, I had a thought of running QRP or "Q" during the
contest... So I started working the contest and made 20-25 Qs. At this
point, I realized that I made a mistake in my Precedence selection.
Conditions were terrible and I desired to move to Low Power with precedence
of "A". I couldn't find an answer to this situation on website etc. So I
closed down my SS contest efforts...
Has anyone else experienced this problem and how did you handle it.
In many contests, you can move from QRP to Low to High and then enter your
log as the highest power... In the SS it's a bit different.
My questions:
Can I change precedence in the middle of the contest?
If I can, can I rework stations using the new precedence?
Am I starting a new contest with the new precedence?
Do I continue with "Q"?
