I would email the ARRL Contest guy and ask for clarification.
The rule is pretty clear that cqing in two places on the same band is a
no no. It does not make an exception for SBB to CW. Do you really do
that? Why?
Generally people will run SSB then switch to CW for a while. This is
the first I have hard of interlaced Mode QSOs.

6.3. All entrants may only transmit one signal at any given time; alternating
CQs on two or more frequencies using the same band and mode is prohibited.
6.4. All CW contacts must take place below 28.3 MHz.
6.5. Stations that enter a mixed-mode category may change modes at any time.
my question is was CQ wrong or is there another set of rules ? Can a station
run alternating SSB and CW CQs as this does not get caught under 6.3?
