[CQ-Contest] Remote WRTC 2022

A guy  sitting in W6 land should be able  to rent a station and compete in 
WRTC. He should have the station in Africa and then claim the WRTC slot for 
Africa. 
Money and operating skill should be the only two  factors. This  type of person 
 used to be called an "appliance ham" . K7SS used to give certficates for such 
outstanding operators.
