Some may find helpful the summary of ARRL Club rules in my CQ Contesting
column last November.  With permission of CQ Magazine, an extract is at

ARRL rules beyond those for clubs, additional aspects are covered at pp. 94
- 96 in the same issue of CQ Magazine (November 2018); and as related
specifically to the DX Contests, in the current issue at pp.100 -
102 (February 2019).

I am impressed with a lot that has been happening with the actual
administration of ARRL contests, such as the new ARRL contest landing page,
more timely results, expanded articles covering each contest in detail, and
e-certificates.  Soon, submitted logs should start appearing too -- or
maybe they already are there and I'm not finding them.  (It was announced
last year that effective with 2017/2018 ARRL contests, submitted logs would
be published on the ARRL website.)

The rules themselves are on a different track, as Ria mentioned.  There's
more than just the club rules that might benefit from a review, some of
which are highlighted in the above articles.  Technology and many people's
expectations constantly evolve, but usually, there's those who advocate
"don't change anything" whose views also have to be considered in the mix.
